Yogyakarta, August 28, 2025 — Universitas Islam Negeri (UIN) Sunan
Kalijaga hosted a forum on civil service regulations and professional
development for state employees (ASN), in collaboration with the Bureau of
Human Resources of Indonesia’s Ministry of Religious Affairs. The session, held
at the university’s PAU Building, brought together university leaders and
structural officials.
UIN Sunan Kalijaga’s Vice Rector for
Administration, Planning, and Finance, Dr. Mochamad Sodik, emphasized the
importance of such forums to resolve recurring challenges in bureaucratic and
academic governance.
As keynote speaker, Dr. Wawan Junaidi, Head of
the Ministry’s HR Bureau, explained that most ASN career paths within the
Ministry are directed toward functional positions, with teachers and lecturers
forming the majority. He highlighted that 79% of personnel cases involve
lecturers, often due to regulatory misinterpretation and gaps between academic
and administrative staff.
Dr. Wawan also elaborated on study leave
(tugas belajar) policies, stressing the need for clarity on service bonds,
financial obligations, and administrative procedures. He noted that misreading
regulations could lead to serious administrative and financial consequences.
The discussion further addressed distinctions
between civil servants (PNS) and government contract employees (PPPK),
underscoring that differences in benefits and career progression are grounded
in regulatory frameworks rather than discriminatory practices.
The event concluded with an interactive
dialogue, where participants raised pressing concerns surrounding ASN
regulations and career management.
